Served in the internal affairs and the National Police from 1995 to 2020 (retired police colonel).

Candidate of Law, specialty 12.00.08 – criminal law and criminology; penal law (dissertation topic: “Activities of internal affairs bodies to prevent crimes in modern conditions”, 2003).

Doctor of Law, specialty 12.00.07 – administrative law and process; financial law; information law (dissertation topic: “Administrative and legal support of state information policy by the National Police of Ukraine”, 2017).

Author (co-author) of more than 110 scientific and educational works, including 5 monographs, 2 textbooks, one teaching aid, 4 articles indexed in the scientometric databases Web of Science and Scopus.

Constantly participates in international, all-Ukrainian and regional scientific and practical conferences, seminars, round tables, etc.

Under his supervision, applicants (graduate students, adjuncts) defended 7 dissertations for the academic degree of candidate of legal sciences, as well as one dissertation for the academic degree of doctor of legal sciences in the specialty 12.00.07 - administrative law and process; financial law; information law.

He has repeatedly participated as an official opponent in the defense of dissertations and provided feedback on dissertation abstracts.

Member of the editorial board of the professional scientific journal “Law and Society” (category “B”).

Repeatedly encouraged by the Ministry of Education and Science of Ukraine and the Ministry of Internal Affairs of Ukraine, and the Dnipropetrovsk Regional State Administration.

The main areas of scientific research are crime prevention and administrative and legal support for state information policy.

Teaches discipline - “Administrative Law”.
